Phase 3 of the Kinosoo Beach enhancements included the creation of a wave plaza, beach promenade with shade structures and an outlook point at the connection of 18 Street. Additional irrigation, lighting and seating were also installed.

The Kinosoo Beach Master Plan was adopted in 2014 and construction of the splash park began the next year, with work on the first major phase of the master plan starting in 2016. The second phase of expansion at Kinosoo Beach went on to win Project of the Year from the American Public Works Association in 2018, an award accepted by the City’s Infrastructure Services Department for its role in managing the planning and construction for the project. The third phase of the Kinosoo Beach expanded on the already well-utilized features.

The 2022 phase benefited the community by adding in wider pathways, additional seating and shade structures making it user-friendly and providing residents and visitors with a more enjoyable experience. A grass mound was created to increase the height of the mobile stage during events to provide better sight lines to all people attending.
This project aligns itself with the City’s vision to work towards completing the Kinosoo Beach Master Plan. Attracting locals and visitors alike. On Cold Lake's north end, you will find the best place to spread your beach towel for the summer. Kinosoo Beach, a three-block-stretch of fine sand, was named one of Canada's top 25 beaches by Canadian Geographic Magazine. Tourism can be a major economic driver for the City of Cold Lake and this project also supports the City’s Economic Development Strategy and its vision to offer visitors more reasons to stop, spend time and money in the city.
